Front Royal-Warren County Joint Towing Board
With authorization through the Code of Virginia, the Warren County Board of Supervisors and Front Royal Town Council adopted identical ordinances in 2017 to jointly establish the Front Royal-Warren County Joint Towing Board, which considers applications of towing recovery businesses to be added to a towing list from which the Warren County Sheriff's Office, Town of Front Royal Police Department, and Virginia State Police can request a towing operator to perform towing services at the scene of an accident or incident. The Tow Board is comprised of three law enforcement officers, including one from the Sheriff's Office, one from the Police Department and one from Virginia State Police, three representatives of towing and recovery businesses and one citizen.

The following representatives were appointed by the Warren County Board of Supervisors and the Front Royal Town Council to serve on the Joint Towing Board:
- Alan Crawford, Midway Towing
- Gloria Knott, Keen's Towing and Hauling
- Louis Tharpe, Tharpe's Garage and Towing
- Emily Ciarrocchi, Citizen Representative
- Captain Robert Mumaw, Warren County Sheriff's Office
- Captain Jason Ryman, Front Royal Police Department
- Sergeant Brian Davis, Virginia State Police
For the 2022 calendar year, the following officers were nominated and appointed by the Tow Board:
- Captain Robert Mumaw, Chairman
- Gloria Knott, Vice-Chair
- Sergeant David Fogle, Secretary
Any person who believes a violation of this article has occurred may file a complaint against a towing operator by CLICKING HERE to download the complaint form and returning it, once completed, to the Secretary of the Tow Board via email or in person at the Warren County Administration Office. All complaints shall be investigated by the Joint Towing Board.
